Waymo is betting on driverless taxis in Tokyo by 2027

Waymo just announced its most ambitious international move yet, and it lands in one of the world's most congested and precisely run cities. Alphabet's autonomous driving unit, partnering with Japanese taxi app operator GO and taxi company Nihon Kotsu, is targeting 2027 for the launch of Japan's first fully driverless commercial taxi service in Tokyo. No safety driver. No human backup. A passenger summons a car through an app, gets in, and the vehicle drives itself.
"From day one, this will be an unmanned service for the public," Waymo Co-CEO Tekedra Mawakana told reporters at a joint press conference in Tokyo on Tuesday.
The plan starts small. A limited fleet of vehicles would begin operating across key Tokyo neighborhoods before scaling to around 100 cars, assuming regulatory approvals come through and Waymo's technology clears ongoing validation. Rides would be bookable through both the GO app and the Waymo app.
Why Tokyo, and why now
Waymo has been building toward this for at least a year. In 2025, the company began collecting mapping and traffic data on Tokyo's public roads using human-driven Jaguar I-PACE vehicles. That was its first operation outside the United States. Tuesday's announcement is the next phase: an actual commercial service, with partners who already have deep roots in Japan's taxi market.
The timing connects to something bigger than Waymo's global expansion plans. Japan is running out of drivers. The country's population is shrinking and aging faster than almost anywhere else on earth, and the transportation sector is feeling it acutely. Taxi and delivery driver shortages are a documented policy problem, not just an industry talking point. The three companies explicitly framed the robotaxi service as one answer to that structural gap.
That framing matters because it shapes how regulators might respond. A technology that looks like a curiosity in a city with an abundant labor supply looks more like infrastructure in one that can't fill its cab stands.
What this means in practice
For a Tokyo resident, the near-term change is modest. A small fleet in select neighborhoods is not a transportation transformation. But the 2027 timeline, if it holds, would put Waymo operating without human drivers in a dense, high-stakes urban environment roughly two years from now.
The service would compete in a market where Nissan is separately working with British startup Wayve and Uber on its own robotaxi development. Japan is, quietly, becoming a testing ground for the entire autonomous vehicle industry's commercial viability outside the United States.
For workers in the taxi sector, the trajectory is worth watching. A service that starts at 100 vehicles in Tokyo is not an immediate threat to employment, but it is a proof-of-concept at scale. If it works as advertised, the pressure to expand would be commercial and political at once.
The bigger pattern
Waymo's expansion into Tokyo is also a data point in the longer contest over who builds the operating systems of urban mobility. Alphabet is betting that the software, mapping, and machine-learning infrastructure it has spent years building in Phoenix, San Francisco, and Austin can transfer to one of the world's most complex driving environments. Tokyo's roads are dense, its traffic rules are exacting, and its pedestrian culture is particular.
If Waymo clears that bar, the addressable market shifts dramatically. If it stumbles, it will be visible stumbling, in one of the most watched cities on earth.
The 2027 target is still conditional on regulatory approval and technology validation. But the partners have put a date on it, named a co-CEO at the press conference, and attached real commercial infrastructure to the announcement. That is a different kind of commitment than a roadmap slide.
